The Catholic Church in Uganda serves millions of faithful across multiple provinces, dioceses, deaneries, parishes, and Small Christian Communities (SCCs). Managing this vast network manually leads to data loss, duplication, and inefficiency.
CDMIS was created to solve this — providing a single, secure, centralized system where every Christian's journey from Baptism to Anointing of the Sick is recorded, tracked, and accessible to authorized administrators at every level of the hierarchy.

The Administrative Hierarchy
CDMIS mirrors the exact organizational structure of the Catholic Church, ensuring data is always contextually accurate.
Province
Led by: ArchbishopThe highest administrative unit. Groups multiple dioceses under an Archbishop. In Uganda, the Kampala Province covers the central region.
Diocese
Led by: BishopLed by a Bishop, a diocese covers a defined geographic region and contains multiple deaneries. Each diocese has its own administrative team in CDMIS.
Deanery
Led by: Dean (Priest)A cluster of parishes grouped together for administrative and pastoral coordination. Led by a senior priest called the Dean.
Parish
Led by: Parish PriestThe primary pastoral unit. Led by a Parish Priest, this is where most day-to-day data entry happens — Christians, families, sacraments, and groups.
Sub-Parish
Led by: Deacon / LayA smaller unit under a parish, often served by a deacon or lay leader. Sub-parishes help extend pastoral reach into rural or remote areas.
SCC
Led by: SCC LeaderSmall Christian Community — the grassroots cell of the Church at neighbourhood level. Families and individual Christians are assigned to an SCC.
User Roles
Who Uses CDMIS?
Seven distinct roles — each with tailored access — ensure the right people manage the right data at every level of the Church.
Secretariat (Super Admin)
Full unrestricted access. Manages provinces, dioceses, all users, global settings, and system configuration. The highest authority in CDMIS.
Province Admin
Oversees all dioceses within their ecclesiastical province. Manages province-level reporting and diocese administrator accounts.
Diocese Admin
Manages everything within their diocese — deaneries, parishes, users, sacramental records, transfers, and diocese-wide analytics.
Deanery Admin
Coordinates across parishes within their deanery. Manages parish-level data, reviews transfers, and generates deanery reports.
Parish Admin
The most common admin role. Manages all Christians, families, sacraments, groups, and events within their assigned parish.
Sub-Parish Admin
Manages data at the sub-parish level — registering Christians, recording sacraments, and managing SCCs within their area.
Group Leader
Group-scopedAssigned to manage a specific Catholic group — Women's Guild, Men's Guild, Youth, Choir, etc. Group Leaders log in to a simplified dashboard showing only their group's members, events, and announcements. They cannot access other modules.
